COURSE DESCRIPTIONS
Telecommunications and Public Policy

2 credits day; 2 credits evening.
This course will examine the major legal, regulatory and public policy issues involving telecommunications, cable, mass media, communications and common carriers. Topics covered will include structural and content regulation of broadcast, cable, new communications technologies, such as VoIP, and common carriers. In particular, the course will focus most intently on administrative and statutory law, paying special attention to the design and implementation of the Telecommunications Act of 1996 and its impact today. Finally, the course will consider the important role played by state and federal agencies - state public utility commissions and the Federal Communications Commission - in developing and administering our nation's telecommunications laws and policies. Class participation is encouraged and students will be engaged socratically and through the use of simulated practical problems. Exemplary participation may be rewarded with extra credit as per the University policy. Grading will be based on a final examination.
