ADJUNCT LAW FACULTY

Terrence B. Downes


 S H O R T   B I O G R A P H Y

Terrence B. Downes, Esq., was appointed Adjunct Professor of Law in 1988, first teaching Criminal Law, and since 1990 specializing in Alternative Dispute Resolution, making Suffolk University Law School one of the earliest schools to offer ADR as an elective course. A former Middlesex County Assistant District Attorney, Mr. Downes served the Massachusetts Trial Court over twenty years in various capacities as an Assistant Clerk/Magistrate (Ayer District Court, 1979-80); First Assistant Clerk/Magistrate (Lowell District Court, 1980 – 1999); and finally as Acting Clerk/Magistrate (Newburyport District Court, 1999-2001). He then served Of Counsel with the firm of Manzi & McCann, Lawrence, before being appointed Executive Director of the Program on Homeland Security & Emergency Management at Middlesex Community College in Lowell. From 2000-2003 he served as Professional Mentor to members of the Presidential Fellows Program at the Center for the Study of the Presidency in Washington, DC. In June, 1990, Prof. Downes served as a delegate to the International Election Observer Mission to the National Election of the Republic of Bulgaria, that country’s first free election since the post-World War II communist takeover of the country. He was appointed by Gov. Mitt Romney, and reappointed by Gov. Deval Patrick, as Trustee of the Tewksbury Hospital, a long term care and rehabilitation hospital for adults with complex medical and psychiatric diagnoses. He is a periodic guest analyst on legal, homeland security and emergency management issues on Lowell and Boston radio stations, and a periodic opinion/analysis contributor to The Lowell Sun. He also serves as co-host of "Middlesex Matters", a public interest interview broadcast produced by Lowell Telecommunications, Inc. For 20 years he was an adjunct faculty member at the University of Massachusetts – Lowell, concentrating on Criminal Law and Criminal Procedure. He previously taught law at Regis College in Weston, MA.
