Treaties - Rule 21
(1) Rule 21.1 provide basic citation formats for a variety of international treaties and agreements. There is a multitude of international bodies with associated treaties, agreements, arbritations and decisions. The bluebook divides them up into six main areas with associated rules, as follows:
Treaties and other International Agreements - Rule 21.4

International Arbitrations - Rule 21.6
United Nations Sources - Rule 21.7
Materials of other Intergovernmental Organizations (incl. European Union and Community, and WTO material) - Rule 21.8
(2) The bluebook is not always clear - try to follow as closely as possible the rules in (1). Table 3 provides the appropriate abbreviations.

Other International Material - Foreign Materials - Rule 20 and Table 2
Table 2 is the primary source for foreign materials. It is broken down by country and sub-divisions within a country, i.e. United Kingdom. Consult Rule 20 when a citation requires using a language other than english or when a jurisdiction is not evident.
